US tightens export controls & targets Russia procurement networks

The Bureau of Industry and Security (“BIS”) has announced it is “taking aggressive action” to restrict US goods from reaching Russia and Belarus for use in the war in Ukraine. The press release details key actions aimed at targeting illicit procurement networks circumventing US export controls:

  • “expanding the scope” of the Russia/Belarus Military End User and Procurement Foreign Direct Product rule;
  • adding further licensing requirements;
  • restricting trade to “additional foreign addresses”; and
  • providing further guidance on export regulations.
