Russian public and political figure.
Born in 1996 in the Tyumen region.
In 2019, she graduated from the Faculty of Business of the Russian University of Economics named after G. V. Plekhanov. She worked as a junior manager for regional development at the CAPTAINS Charitable Foundation for Supporting Educational Programs, founded by the leader of the New People party, Alexei Nechaev, and after some time headed this project in St. Petersburg, teaching high school students.
She was involved in various public initiatives such as competitions for schoolchildren “My First Business”, collecting signatures for the creation of “entrepreneurial classes” in schools.
Over time, she became secretary of the St. Petersburg regional branch of the New People party.
In 2021, she was nominated according to the party lists to the State Duma of the Russian Federation. Basically, she based her election program on initiatives to support small entrepreneurs, especially young ones, and tax benefits.
Goryacheva passed the elections, becoming one of 13 deputies of the State Duma of the Federal Assembly of the Russian Federation of the 8th convocation from the New People party. In the lower house of parliament, she took the post of first deputy chairman of the State Duma Committee on Science and Higher Education.
1) Encroachment on the sovereignty and state integrity of Ukraine. Goryacheva was one of the deputies who did not support the message of the State Duma to the President of the Russian Federation dated February 15, 2022 with a request to recognize the independence of the puppet DPR and LPR, which are territories of Ukraine from the point of view of international law. Goryacheva also condemned the aggressive, militant rhetoric of some State Duma deputies expressed during the discussion of the bill. However, these actions were a fiction in order to create the appearance of pluralism in the State Duma. Goryacheva herself, like other deputies from the New People faction, voted for a similar bill on recognition of the DPR and LPR, only addressed to the Ministry of Foreign Affairs. Thus, in fact, Goryacheva also supported the recognition of the puppet republics, like other deputies criticized by her.
In addition, later, on February 21, 2022, Goryacheva voted for the ratification of the “agreement on friendship, cooperation and mutual assistance between the Russian Federation, the DPR and the LPR.” It was the fulfillment of the requirements of this agreement on the provision of military assistance that became the official reason for the military aggression of the Russian Federation against Ukraine.
In connection with these facts, a criminal case was opened in Ukraine against Goryacheva, as well as other deputies of the State Duma of the Russian Federation, under the article “encroachment on the territorial integrity and inviolability of Ukraine.” Goryacheva was taken into custody in absentia by a Ukrainian court.
For these actions, Goryacheva is also under sanctions from the EU, USA and UK.
2) Organization of the activities of the controlled opposition. So Goryacheva, like the New People party as a whole, criticized the authorities in its activities, but did it quite moderately in order, on the one hand, to create the illusion of pluralism in the country, to rally around itself a protest, democratic electorate, on the other sides not to undermine the legitimacy of the Putin regime, not to lead to an escalation of protest. Proof of this activity is the voting results of Goryacheva and other deputies from the New People party.
In addition to the bills mentioned above, despite criticism of the odious law on foreign agents, Goryacheva still voted for the adoption of amendments to it and recognized that it was impossible to do without such a law.
Goryacheva also voted for toughening the article on high treason, providing for punishment up to life imprisonment, as well as for classifying “participation in armed actions on the side of the enemy of the Russian Federation” as a criminal offense. In particular, opposition politician Vladimir Kara-Murza is imprisoned under the article on high treason, and the new amendments, for which Goryacheva voted, make it possible to bring to criminal liability, up to life imprisonment, citizens of the Russian Federation opposing Putin’s aggression in Ukraine.
During the adoption of another odious law, on criminal liability for “fakes regarding the RF Armed Forces” and “discrediting the activities of the RF Armed Forces,” which allows citizens to be punished for anti-war statements, Goryacheva did not participate in the voting, voting neither for nor against, nor abstaining. As a result, the bill was passed unanimously. Thus, Goryacheva participated in the political manipulation of the leadership of the Russian Federation, the purpose of which was, on the one hand, to show the supposed unity of opinions of deputies, and therefore voters, and on the other hand, to prevent the “New People” from compromising themselves in the eyes of their audience.
