It was Kloptsov who has been refusing to register public associations and opposition parties in Moscow for many years. Moreover, Kloptsov was involved in corruption fraud in issuing notary licenses in Moscow, as Chairman of the Competition Committee of the Ministry of Justice for the city of Moscow. He is a member of the disciplinary commission of the Law Chamber of Moscow from the Ministry of Justice in Moscow. At this post, he is responsible for disbarring unwanted attorneys in Moscow and for monitoring Moscow lawyers, thus designed to destroy their independence.
