Born in 1970 in Moscow. In 1992 she graduated from the Faculty of Economics of Moscow State University named after M.V. Lomonosov with a degree in economics and mathematics, in 1994 - the Russian School of Economics with a master's degree in economics. In 1998-1999, she completed an internship at the Stockholm School of Economics (Sweden). In 1998 she received a PhD degree in economics from the Massachusetts Institute of Technology (USA). She defended her dissertation on the topic “Essays on Financial Sector, Inflation and Exchange Rate”.
In 1998 - 2000, she worked at the Russian-European Center for Economic Reforms as a leading researcher. The center was created in 1995 as part of a special program of technical assistance to the Russian Federation from the European Union. Consults Russian legislative and executive authorities, providing them with analytical developments and scientific and practical recommendations in the field of economics and law.
From 1999 to 2006, she taught at the Russian School of Economics and was also a senior researcher at the Central Economics and Mathematics Institute of the Russian Academy of Sciences (RAS). At the same time, from 2000 to 2006, she was a leading researcher and director of economic policy research at the Center for Economic and Financial Research and Development (CEFIR NES). From 2003 to 2006, he was a member of the scientific council of the Carnegie Moscow Center. In 2006 - 2008, Yudaeva was the scientific director of the Center for Strategic Research Foundation, and in 2008 - 2012, she was a senior adviser to the president of Sberbank of Russia - chief economist, director of the Center for Macroeconomic Research of this bank.
The successful career of an economist was noticed in the Kremlin: in February 2009, Ksenia Yudaeva was included in the so-called “first hundred reserve of managerial personnel” under the patronage of the President of the Russian Federation, and in 2012 - 2013 she worked in the Presidential Administration of the Russian Federation as a chief of the Expert Directorate of the President of the Russian Federation. Also during this period, Yudaeva was the executive secretary of the Economic Council under the President of the Russian Federation and the Commission under the President of the Russian Federation for monitoring the achievement of target indicators of socio-economic development of the Russian Federation. She was also the representative of the President of the Russian Federation (Sherpa) for the affairs of the group of leading industrial states and relations with representatives of the leaders of the countries included in the G20.
In September 2013, Ksenia Yudaeva was appointed to the position of First Deputy Chairman of the Central Bank of the Russian Federation (Bank of Russia), and in 2018 she joined the board of directors of the bank. In fact, she became one of the first members of Elvira Nabiullina’s new team, with whom she worked together in the Administration of the President of the Russian Federation. At first she was responsible for monetary policy, and then began to deal with issues of strategy, forecasting, and financial stability. In addition, Yudaeva headed the Supervisory Board of Bank FC Otkritie in 2017, and in 2018 - Bank Trust (PJSC).
According to University of Chicago economics professor Konstantin Sonin, a longtime acquaintance of Ksenia Yudaeva, he advised her to resign at the beginning of a full-scale war in 2022, to which she refused, adding that “if I and Nabiullina leave the Central Bank of the Russian Federation, [notorious super-etatist] Sergei Glazyev will immediately be appointed there, which could lead to disaster in the economy ”
In August 2023, Ksenia Yudaeva officially left the post of First Deputy Chairman of the Central Bank of the Russian Federation, but remained to work in the financial regulator as an adviser to the chairman Elvira Nabiullina. Ksenia Yudaeva continues to be involved in the development of research and analytics at the Central Bank, primarily in scientific and methodological support for cross-functional projects in the field of data analysis and data-based decision making. Also in the area of responsibility of Ksenia Yudaeva is interaction with the scientific and expert community, universities on educational and research issues. In addition, she remains a member of the board of directors and the financial stability committee of the Central Bank of the Russian Federation.

This means that thanks to the “responsible” and effective work of Elvira Nabiullina’s team to “rescue” the Russian financial system (and Ksenia Yudaeva was one of the key members of this team), the Russian Federation (currently in the grip of the Vladimir Putin regime) was able to survive the initial economic shock (from the imposition of sanctions, the freezing of Russian assets, the breakdown of trade and logistics chains, and so on), began the process of “structural adjustment” (Nabiullina’s expression; de facto this means the militarization of its economy) and thanks to this was able to continue the monstrous, shameful and senseless war in Ukraine.
According to economist Sergei Guriev, the effective actions of the current Central Bank team prolong the war and are comparable to the work of technocrats in Nazi Germany, and therefore the actions of the employees of the Central Bank of the Russian Federation should be “condemned as cooperation, a contribution to the work of the criminal regime .”
For this reason, Ksenia Yudaeva, despite the fact that her activities do not directly relate to the armed forces, the military-industrial complex, or pro-war propaganda, bears full responsibility for this war and other crimes of the Putin regime.
In 2022, Ksenia Yudaeva was included in the sanctions list of Ukraine and the United States .
