Investigator Zubkov is a kind of “recidivist” in carrying out political repressions, having participated in two major political cases: in the Bolotnaya Square Case and the Moscow Case. For the first time, his name became famous even earlier, after the 2012 presidential election, when he refused to institute criminal proceedings upon fraud at the polling station #1359 in a Moscow district Lyublino.
In June 2012, Zubkov joined the extended investigation group of the Bolotnaya Square Сase, and the Opposition Coordinating Council included him in the blacklist of 118 law enforcement officials and judges involved in the persecution of participants in the events of May 6 when the peaceful protest rally turned into clashes after the intended police provocation. In 2019, he joined the investigation team of the Moscow Case, the criminal persecution of participants of the rallies in July-August 2019 in Moscow, who protested against a ban for independent candidates on running in the elections to the Moscow City Duma.
