Complicity in carrying out political repression using his official position, abuse of power, violence against participants in peaceful protests.

Maksim Kosov took part in the violent dispersal of a peaceful protest, in Moscow on July 27, 2019. In particular, he was one of the participants in the beating of activists near the Detsky Mir mall at the intersection of Rozhdestvenka street and Teatralny proezd, after which 8 opposition activists and bypassers were charged with trumped-up criminal offenses.

Kosov is a witness in the Moscow Case against activist Vladimir Emelyanov. On November 26, 2019, he testified as a witness in the case of Emelyanov. According to investigators, the latter allegedly “pulled the uniform” of Kosov, “obstructing the performance of his official duties.” Emelyanov’s gestures allegedly fettered Kosovo’s movements and inflicted physical pain on him. Kosov could not say whose actions it was. On December 6, 2019, the Meshchansky court of the city of Moscow sentenced Vladimir Emelyanov to two years of probation under part 1 of Article 318 of the Criminal Code of the Russian Federation (the use of violence against a representative of the government).
